Industrial ecosystem

A part is only as good as everything standing behind it.

ESM did not simply buy machines. In six years it built four things that decide whether a complex aluminium part arrives on time, to print, with its file complete: an integrated internal flow, a controlled partner network, a position inside a country that already builds aircraft parts, and the people to run all three.

01Inside the walls — one flow, one responsibility
02Outside the walls — a partner network ESM answers for
03Around the walls — an established aerospace country
04The people behind all three

01 · Inside the walls

Everything that can stay under one roof stays under one roof.

Most schedule failures in aerostructure subcontracting do not happen on the machine. They happen in the gaps — the part sitting on a pallet between two companies, the file rebuilt because the first tier never had it, the non-conformity discovered three suppliers downstream.

ESM closed those gaps by doing the whole route itself. Material receipt and control, sawing, machining on fifteen CNC centres, fitting and mechanical assembly, dimensional inspection, the quality file, packing and dispatch. One work order, one traceability chain, one company answering the phone.

How the full prestation works

01

Material

Receipt, certificate check against the order, identification and controlled storage. Sawing to billet in-house.

02

Machining

Three, four and five axes, 3 to 24 000 rpm, high-pressure coolant and in-machine probing on every centre.

03

Fitting and assembly

Deburring, finishing, riveting, Hi-Lok and Hi-Lite installation, helicoils, bushings and seals, by authorised operators.

04

Inspection

Dimensional inspection against the control plan, portable 3D measuring arm, FAI to AS/EN 9102 where required.

05

Documentation

Certificate of conformity, material traceability, inspection records, concession records. Built along the route, not afterwards.

06

Packing and dispatch

Protective packing against transit damage and FOD, labelling to customer standard, export documentation.

02 · Outside the walls

What leaves the site stays our responsibility.

ESM performs no special process in-house today. Anodising, chromate conversion, painting, non-destructive testing and heat treatment go to qualified partners. That is stated on the Quality page and on the capability statement, and it is not going to be softened.

What matters to a supplier quality engineer is not whether the process is internal. It is whether the chain is controlled, and whether one company carries it. The partner network is governed the same way a customer governs ESM.

ControlWhat it means in practice
Approved listNo process leaves the site to a partner that is not on the approved supplier list for that process and that customer specification.
Qualification before first orderDocumented assessment of the quality system, the approvals held and the process capability, before anything is placed.
Requirement flow-downCustomer requirements are passed to the partner in writing, as EN 9100 §8.4.3 requires: specification and revision, special-process approval, key characteristics, records to be returned, right of access.
Verification on returnIncoming inspection of treated parts and of the accompanying certificate. A partner certificate is checked, not filed.
Non-conformity8D with the partner, containment of affected parts, customer informed where the deviation reaches the product.
Performance reviewOn-time delivery and quality performance reviewed periodically, by a supplier quality function that sits inside the quality department, not inside purchasing.
Right of accessESM, its customers and the regulatory authorities have right of access to the partner, flowed down in the purchase conditions.

ESM does not hold Nadcap accreditation. Where a Nadcap-accredited process is required, it is placed with an accredited partner and declared, before the quotation rather than after the audit.

Tunisia is not a first experiment in aerospace.

Buyers evaluating a new source country reasonably ask whether the industrial base exists, or whether they would be the reason it has to be created. In Tunisia it exists: an aerospace sector with its own supplier base, its own labour market and its own engineering schools feeding it.

The figures below are national, not ESM's. We publish them because they are the context a first-time buyer needs, and because they are checkable.

Engineering supply

The Tunisian Investment Authority counts 47 engineering schools and 25 technology institutes, and more than 7 000 engineering graduates a year. ESM recruits from the schools with aeronautical programmes and takes interns from them every year. Source

Customs and export status

ESM operates under the Tunisian fully-exporting regime, so material and tooling move in and out under a customs framework built for export manufacturing rather than improvised around it.

Time zone, not just distance

Tunisia stays on UTC+1 all year. That is the same clock as Paris, Toulouse and Hamburg in winter and one hour behind in summer — a full working day of overlap, every day, with the people who raise the non-conformity.

04 · The people

The part of the ecosystem that took longest to build.

Machines can be ordered. A team that can set a five-axis centre, write the programme, measure the result and defend the file in front of a customer auditor cannot. ESM went from about twenty people in 2019 to roughly 150, and did it without buying a competitor.

Competence is managed formally rather than assumed: an annual training plan, a versatility matrix per workstation, individual written authorisations for fitting and for inspection, and an evaluation of whether the training actually worked. Annual staff turnover runs at about 6 %.

What it changes for you

Three consequences a buyer can act on

One contract, one interlocutor

The whole route under a single point of responsibility, instead of a machining order plus a treatment order plus an assembly order that you synchronise yourself.

No hidden tier under the tier

Every operation is either performed at Ben Arous or placed with a partner ESM has qualified — and you are told which, in the quotation, not after the first delivery.

The limits are published first

No Nadcap, no CNC turning, no in-house special processes, no bridge CMM. A list of limits published in advance is worth more than a list of capabilities that turns out to be optimistic at the audit.

Test it against a real part.

Send a drawing and a 3D model. You will get a technical answer from manufacturing engineering, including what we would place outside and with what controls.
